ConCourt Rules Blanket Ban on Study Laptops for Inmates Unconstitutional

In a landmark decision, the Constitutional Court has ruled that denying prisoners the right to use personal computers in their cells for study purposes is unconstitutional.
The court emphasised the right to further education and found that the blanket ban—introduced in 2007—lacks sufficient justification.
The ruling suspends the invalidity for one year to allow for policy reform, but in the interim, inmates enrolled in recognised educational programmes may use personal laptops in their cells (without internet access) subject to inspection and rule compliance.
